Records received so far
The 78 records cited in the findings, released under the California Public Records Act. Emails are shown as readable text with their attachments.
About redactions
This site posts the records that the findings cite. To protect people who are not part of the story, a few details have been removed from the posted copies: personal and direct phone numbers in emails and attachments; email addresses and phone numbers in the Flock user list; one motorist’s license plate in case report 260609; and license-plate numbers that officers typed into the “reason” field of search logs (a small number of agency case numbers in the same format may also be masked). Officer names, agency names, dates, and search counts are unchanged. Records that are not cited, and the complete unredacted set, are available on request from transparentmammoth@protonmail.com.
Verifying these files
Two checksum lists are published with this site. checksums-as-received.csv gives the SHA-256 fingerprint of each of the 140 files exactly as the agencies released them, before any redaction. Anyone who obtains the same record from the agency, or the unredacted set on request, can confirm it matches. SHA256SUMS.txt fingerprints every file posted here, so any later change can be detected. To check a file, run sha256sum FILE (Linux), shasum -a 256 FILE (Mac), or certutil -hashfile FILE SHA256 (Windows).
Counting notes
The network audit CSVs as exported contain 2,101 exact duplicate rows (same search ID): 2,073 in the February 2025 file, 26 in December 2024, and 2 in November 2024. All counts on the Findings page use unique IDs, 837,099 rows in total. “Out-of-state” is assigned from the state code in the agency name, checked by hand for about 30 names; the day-one count of 377 agencies includes “Corinth City Marshal [inactive]” and excludes 7 searches by an account named “[DEACTIVATED] – DNU,” which has no state (counting it gives 378 agencies and 2,445 searches). Checksums for the two PNG images match the files in the GitHub repository and the download bundle; a content-delivery network may serve re-encoded copies of images, which will not match.
